Request for Proposals for design of materials for dangers of illicit drug use campaign

The U.S. Embassy invites interested and qualified non-governmental organizations operating in Laos and/or registered Lao private media and advertising firms to submit a proposal for the development of a media campaign to promote awareness of the dangers of illicit drug use. The materials must be produced in the Lao language. The overall target audience for the materials is young Lao, ages 15-30. This piece of the campaign is designed to develop materials which will appeal to Lao youth (in school and out) and that can be used in an integrated and coordinated drug education campaign to be undertaken in all 17 provinces. The products or deliverables under this grant are:

A.  A media message and advertising design (including an appealing slogan and logo based on market research or focus groups).

B.  Specific media products targeting Lao youth using the integrated media messages, logos, and slogans:

1.  Production of at least three 30-second public service message master tapes for televised broadcast, two of which must feature the performance of a prominent Lao entertainer with broad appeal for the target audience.

2.  Production of at least six 30-second public service message master tapes for radio broadcast, three of which must feature the performance of a prominent Lao entertainer with broad appeal for the target audience.

3.  A video compact disk (VCD) master that will be used for the production of VCDs for broad distribution nationwide. Total recorded play time for the VCD master must be no less than 20 minutes, composed of anti-drug oriented performances by prominent Lao entertainers with broad appeal for the target audience. (The public service messages produced for television may be included in this VCD.)

4.  A reproducible Lao language brochure in color for distribution in schools, colleges, universities and workplaces that can be printed as a double-sided tri-fold leaflet on A4 size paper.

5.  Six reproducible color poster designs suitable for schools, colleges, universities and workplaces that can be printed on standard poster stock.

Proposals should outline a work plan, including cost estimates for each deliverable listed above. The budgets for the proposals should not exceed $20,000 in total. The grant will be issued in early September and the project should be completed by October 15, 2007.
