POSITION TITLE:    Cultural Affairs Assistant
SERIES &GRADE:     FSN-9; FP-5 (Step1 – 4)

WORK HOURS:        Full-time; 40 hours/week
SALARY RANGE:      Actual grade and salary will be based on the qualifications of the applicant.

The U.S. Embassy in Vientiane is seeking an individual for the position of Cultural Affairs Assistant in the Public Diplomacy Section.

BASIC FUNCTION OF POSITION

Under the supervision of the Public Affairs Officer incumbent carries out assignments of moderate scope and difficulty in fulfillment of the Embassy’s cultural and exchange program.

QUALIFICATIONS REQUIRED

NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1.  Education: College or specialized institute degree required. Some study in the fields of art, education, international relations, and social sciences desired. Three full years of job related experience is required.

2.  Prior Work Experience: From two to three years experience in cultural work, teaching or academic experience. If job related experience is substituted for the education requirement, five to seven years of progressively responsible experience are required.

3.  Language Proficiency: Level IV (fluent) in written and spoken English and Lao.

4.  Knowledge: Good knowledge of local cultural, educational, socio-economic and political structure and institutions. Knowledge of the important figures in the cultural, educational and political circles. Thorough knowledge of U.S. political social processes, the American education system, and contemporary cultural in the U.S.

5.  Skills and Abilities: Ability to plan, organize, and implement one or more elements of the Embassy’s overall cultural programs. Ability to establish and maintain individual contacts with key officials. Ability to draft reports and program materials in both Lao and English.
