Humphrey Fellowships
The Hubert H. Humphrey Fellowship Program is a Fulbright program that provides mid-level professionals from developing countries an opportunity to enhance their professional capabilities through participation in specialized, 10-month, non-degree programs at selected American universities. Fellowships will be granted for the 2009-2010 academic year (August 2008 – June 2009). Ideal candidates have a proven track record of leadership, a public service commitment, and the capacity to take full advantage of a self-defined program of independent study at a leading U.S. university. The program awards a certificate from the U.S. Government; it is not designed to deliver an advanced degree. Professionals from both the public and the private sectors are eligible to apply. Female, minority and candidates from outside Vientiane are encouraged to apply. Humphrey Fellowships are offered in the following fields:
Agricultural Development/ Agricultural
Economics;
Communications/Journalism;
Economic Development/Finance and Banking;
Educational Administration, Planning and Policy;
HIV/AIDS Policy and Prevention;
Human Resource Management;
Law and Human Rights;
Natural Resources and Environmental Management;
Public Health Policy and Management;
Public Policy Analysis and Public Administration;
Teaching of English as a Foreign Language (Teacher Training or Curriculum Development);
Technology Policy and Management;
Trafficking in Persons, Policy and Prevention;
Urban and Regional Planning;
Substance Abuse Education, Treatment and Prevention. (the U.S. Department of State cooperates with the National Institute on Drug Abuse(NIDA) in co-funding Humphrey Fellowships in substance abuse treatment and prevention.
Candidates in this field must either have a research background in the field or demonstrate an ability to learn to understand the results and policy implications of current research. The candidates should be recruited and ranked together with candidates in other fields, and must complete a supplementary field-specific application page.)
Eligibility
- Lao citizenship. Age 40 or under.
- Must hold at least a bachelor’s degree with at least four years of full-time study and a superior academic record and qualify for admission to U.S. programs of graduate study. Humphrey Fellowship applicants must have at least five years of work experience.
- Proficiency in the English language measured by minimum TOEFL score of 550 paper-based, or 213 computer-based, or 80 internet-based for Fulbright; and minimum TOEFL score of 525 paper-based, or 195 computer-based or 71 internet-based for Humphrey. Appointments for screening tests can be arranged with the Embassy after submission of a satisfactory application form.

The appointment for the screening tests will be made for eligible applicants with no TOEFL score at the time registration forms and supporting documents are submitted in person and eligible applicants with minimum TOEFL scores as mentioned above can submit in person completed registration forms and supporting documents to Public Diplomacy Office, U.S. Embassy, Rue Bartholonie, (Thad Dam), Vientiane capital.

The closing date for registration form is Friday, May 30, 2008 at 4:30.
Oral interviews for eligible applicants with minimum TOEFL scores as mentioned above and for applicants who pass the screening tests take place in the beginning of August.
